If Oublemach is in it merely for the treasure, then something to do with treasure must happen once the Doom Bell is rung. Tribute and bribery are essentially the same thing; the price of preventing force being used against you. I'm guessing from what Zulenna said that most of the tribute is both voluntary and celebratory by now.
