This is true.  Also, the Baron's big trouble is that he pulls his punches.  Vetinari never pulls his punches, on principle, even if he doesn't need to, because he loves being an evil genius.
I don't even know whether I mean in battle or in person.  Could be either.
If it was in person, well, the Baron is tough, and the Patrician is a little squirt, but he is also a little squirt who got straight A's at the Assassins' College back in the day.  As respectable middle-aged politicians go, they're both people you wouldn't want to meet in a dark alley.  All the same, unless the Baron managed to pull one of his amazing feats of unexpectedly not dying, Vetinari wins.

If it was Castle Wulfenbach versus Ankh-Morpork, then on the face of it Ankh-Morpork would be sitting ducks because as far as I can remember they have no air power except the odd pictsie riding a buzzard.  At a pinch you might be able to mobilize the swamp dragons.  :-D  But then, Klaus would probably rather not shoot sitting ducks if he didn't have to, so if the Patrician tried to negotiate a surrender, the Baron would probably just nod and add him to his extensive collection of tigers by the tail.  Vetinari wins.  - What?  Naturally any terms of surrender that Vetinari had anything to do with could be described as "Vetinari wins".

The only way I cn think of that they could actually FIGHT the Castle forces would be if they could mobilise Unseen University.  Not easy, but Vetinari is almost as accomplished a cat-herder as Klaus, and we have seen them work together, fairly ineptly, in situations where it's obvious that they're all going to die if they don't.  In that case, who knows what might happen.   

If we go the whole hog and say the whole lot versus an equal-sized area of Discworld - *consults map*, yes, then you DO have air power.  OK, the air power is angry ladies on broomsticks, but never underestimate that lot.  They could feasibly get up there, and anyone with a big head is their natural enemy.  I would like to watch the Ramtops witches versus Sparks.
