We've had a bit of disagreement over the definition of "minion" (for which see Talk:Dimitri Vapnoople and Category talk:Wulfenbach minions), and I think it would be best if we agreed on a standard definition; right now some characters in Wulfenbach service under duress are listed as minions, others aren't, and some of the Wulfenbach Jaegers' pages have disclaimers on them.
Myself, I tend to think of minionhood as denoting where one gets one's orders. It's simple, it's straightforward, and it doesn't require disentangling the often complicated question of true loyalties. Particularly where the Wulfenbach Jaegers are concerned.
Those with concealed allegiances elsewhere, like Tiktoffen and early!Wooster, are kind of a gray area, but I'd incline toward including them, since they wouldn't be very effective agents if they didn't usually do what they were told.
